Sets and talents

Every set worn at 2 pieces cuts all talent cooldowns 10% (20% at 5, down to half at most), and each set worn at 5 powers talents up 25%.

The Set Crafter

Pick a sigil and the pieces, and the Set Crafter makes the whole set: one try per piece, one sigil each. It counts pieces you already own, so only what's missing gets made, and if you run short partway, what was made stays made for next time. It offers head, body, legs, hands and feet first, since the full bonus needs five.
