Each tool rolls a quality, Crude to Mythic, like gear. A better tier and a better quality both mean bigger numbers. Each bonus rolls between 80% and 100% of its quality's share of the tier's best.

By quality

Its pattern

With a Smelter's Pattern in your bank, Tinkering makes the tool one quality better and uses the pattern up (up to Legendary; a Mythic only comes from the roll). Switch it off at the bench to save it.

Spares

Your tool belt holds the one you use for each skill; spares sit in the tool armory. A spare is salvaged, never sold: about half its materials come back, plus a third of the Tinkering XP it took to make. You can keep up to 60 tools.
